These small white bugs are appearing on my purpletop vervain and have been making it sick. I thought they were aphids and have been spraying them with a commercial option. Am I incorrect in my identification, and does anyone have a recommendation to help me?

I don’t have much experience with aphids so I tried to find some decent info. you may need to switch active ingredients on your insecticide if yours hasn’t been helping

A garden hose spray will knock off most of them. Apply insecticidal soap or neem oil to take care of the rest. Check the plant every week. Aphids have a habit of returning.
