It’s been yellowing and I don’t know how often to water it I was told to cut off all the dry leaves but I’m not sure

The reason to cut leaves, in my understanding, is because your plant still tries to get water/heal it, but it is dead so it cannot. Those leaves will never recover, culling is best. I cannot speak to watering a bamboo. I’ve never had one.
