My Rosemary has fully dried and browned over the winter, is this normal or is it dead. We had a lot of rain during early winter. Zone 6b

That looks dead to me unfortunately

Next time cut it back as close as you can to the ground and cover it with mulch from what I know it should come back after winter

I'd cut it back. I have crisped mine to the Hilt and it came back after I cut it back in spring. Worth a go before you dig it up and get a new one
