My guess is these are aphids? But the fact you said they’re not moving is strange. I would take an old makeup brush with a mixture of alcohol, dawn and water and brush down and clean all the leaves

I also just bought some new soil that I want to replant it because the soil has mold on it. They’ve been sitting outside for 11 months..

Can’t tell exactly but appear to be whiteflies. Use an insecticide or Insecticidal Soap.

Neem Oil, Super Soap, Deadbug, etc
