If you try to propagate the top of the plant, but keep it in the same conditions that are killing the larger plant, then the propagation will die too. The large plant likely has an established root system at least, which would not be present in a cutting. I’d figure out what’s going wrong with the big plant first, see if you can get it to stabilize, and then propagate it after you’ve waited for the plant to get stronger again and know how to make it happy

No, don’t cut that off. That’s a new leaf that will eventually grow
