What creates webs like these and how can I get rid of whatever it is?

Those are spider mites

Take the plant spray it down really good with a water hose or in shower, then clean leaves front and back with 70% rubbing alcohol with a cotton ball in the hard to reach points use a q-tip, give fresh soil, spray really good with neem oil, isolate this plant from your others but make sure you check them if this plant was next to any of them.. good luck
