Does anyone have any idea what this could be? I've searched the leaves and don't find any bugs or anything near it or on the leaves.

Oh my. Something is definitely eating it. It’s outside so maybe it’s a grasshopper or beetle that is then leaving after munching?

Grasshopper or caterpillar maybe. I had that on my mint and caught the criminal red handed one day. 😂

Slugs or snails would leave a trail. It looks like beetle damage or other flying insects. They typically fly to the higher leaves and leaving less damage to leaves near the soil. Beetles leave lots of random holes. Caterpillars/grasshoppers typically chew from a leaf edge. Look for Japanese beetles.
