Aphids I think. It’s likely to happen if you plant is living outside. You should be able to blast them off with a strong spray of water

I recommend putting a ladybug or two on your plant. They think aphids are tasty and should clear them out nicely

Black aphids. Spray them off with a hose. Insecticidal soap or neem oil can get rid of them. Beneficial insects like ladybugs and praying mantis eats them. A ladybug found the orange aphids on my hoya. 🐞
