It’s not dead but it doesn’t have a lot of life left. You might be able to salvage it but it will take a while. Honestly I don’t have a lot of hope given the partially brown pseudobulb.

If you do decide to try to rehab it, the first thing you’ll need to do is to remove all the media and discard. Check the roots for any signs of life. Living roots will be firm. Dead roots will be papery or mushy, or thin filaments. Cut away all the dead roots. If there are no living roots, leave a few of the dead ones to help you secure the plant in the pot.

Repot into a 2” or 3” plastic pot. Position the plant in the pot and fill 3/4 of the pot with bark. Oncidiums prefer fine orchid bark as they don’t like to dry out completely. Be sure to work it around the roots. Fill the pot the rest of the way with sphagnum. You will need to secure the plant to a stake to help immobilize it in the pot.

Keep the sphagnum moist. You might also consider tenting the plant to help increase humidity. The goal is to keep moisture close to the plant so that if it produces new roots, they will have water readily available.

Give it bright indirect light so that it can photosynthesize. The existing pseudobulb will not produce new roots, but it might produce a new pseudobulb if it has enough energy. And a new pseudobulb will produce roots.

Be prepared for a long road as you will be dealing with a significantly set back plant. It will be several years before it flowers again.

I suggest checking out Miss Orchid Girl on YouTube. She has several videos about rehabbing orchids. She also has some good videos on oncidium care.

Good luck!

You might also consider posting this on the Orchid Oasis forum. There are several knowledgeable and helpful growers there.
