Is this Scale?

I’ve never seen scale in person before, and I don’t know what else this could be..

I’ve had this Mint Adansonii for a few months, under a grow light 12 hours a day. Watered when the pot feels light, maybe once a week, fertilized every other watering.  
From a reputable grower who never has pests, and no other plants where this was kept show any signs of pests/ damage.

Unfortunately it does look like scale. You can see how good their camouflage is in that second picture. Im dealing with a scale infestation on one of my ferns and it’s a tough one for sure. Good luck!
