what’s on the soil of my plants?? when i touch it my hand stains an orange and there seems to be white and orange stuff. is this normal?

Looks like soil mold. It’s harmless if the plant looks healthy, but if the plant is suffering then you have a problem. Mold can be caused from humid air and damp soil. To get rid of it, dry out the soil or repot the plant.
