Not sure what is going on with my indoor herb garden. I posted in Edible Garden, but no one helped me out. Any advice/input would be greatly appreciated!

Make sure they get some good sun and treat it with bug crap to help!

Looks like a fungus. Try neem oil, ground cinnamon or a fungicide. Apply Neem oil 2 to 3 times a week. Just sprinkle the cinnamon on it. Follow instructions on the commercial fungicide.
