My song of India has this white film on all of its new growth. I have washed it off a couple times with water but I keeps coming back. I think it’s some kind of bug but everything I look up just says to wash it away with water. Any other suggestions would be super appreciated.

Looks like mealy bugs. Use a qtip dipped in alcohol to remove any bug or web you find and you can spray the plant down with a water/alcohol mixture. Avoid spraying the soil. Separate from your other plants. You can also invest in neem oil mixed with dish soap and spray your plants down.

On the zoom I see the mealy bug. I like Bonide Captain Jack's Deadbug Brew.
