Tell us more. Looks like some wood and moss.

It’s like egg looking stuff on top of my mulch/soil , it’s only around my peppers

Maybe some fungal growth from the mulch. I have never seen this before. Sorry.

The pics grainy fir me. Look up Birds nest Fungi or artillery fungi. And see if that's it
