Anyone know what this is? Is it bugs?  
I recently got a catnip plant from a local store and now there’s these all over the plant.  
I didn’t notice them before

Green aphids. Aphids are everywhere this year. I’m fighting the orange aphids.

Wash them off under spray of water only assuming you bought this plant for pets.

Do as Sunny suggested and then get a paper towel and tweezers. They like to hide so I recommend looking at every single leaf individually and remove any aphids you see

Be sure to check up on it every few days and manually remove any lingering ones :)
