Fenestrations come as the plant matures. Wouldn’t be surprised if the next leaf or the one after that starts to have fenestrations. This is my Albo that I grew from a wet stick. I’ve chopped the bottom baby leaves.

Maturity and lots of light

I agree with fenestrations being a maturity thing, but disagree with the lots of light because they are capable of fenestrations in shade, just not in the dark.
