Is that a spider web on the soil of my Thai constellation or something else? What should I do?

Definitely a web of some sort. You should try to determine if it's a regular spider or spider mites (I'd guess regular based on shape, but the best way to tell is finding the critter.) If it's a regular spider you can leave it (he'll hunt pests for you), move it outside, or frequently dust to discorage it from staying there. If it's spider mites, you'll want to treat it with neem oil
