If plants are root bound and you have good indoor conditions, repotting now will not hurt your plants. My plants live under grow lights - 12-14 hrs a day in the winter as well and continue to push out new growth. If your temperature in your house is within “normal” range for the plant type, then it doesn’t matter what the temp is outside.

This isn’t entirely accurate, if you supply them with enough light and nutrients it will have just as good of a shot.

There a several factors you have to control during colder weather if you do repot, yes. if you dont have grow lights and are just repotting without controlling the environment then definitely not advised. I live in California with 60s indoors and plants still think it's cold. Growth has slowed even with grow lights, I would not repot. You would essentially have to replicate a warm, sunny environment and unless you’re doing that don’t do it. Heaters dry plants out so that won’t necessarily help. Just wait, not worth it.

typically it’s riskier to allow a plant to remain rootbound or in soggy soil over winter versus repotting and allowing it to recover, even if growth is slowed due to lack of light
