I was wondering if I need to/can cut this little bottom leaf? I see videos of plant parents cutting the monstera \& growing new.

based on the research I just did cause I just started a water propagation of my monstera, you need to at least have a node. That’s typically where the roots would start sprouting from. On one that small, the node would likely be a small white circle around the stem.

From the picture, I don’t see one, so I’m not sure if propagation would be successful. You might see if there are roots on it though, under the soil, and you could just remove it completely and propagate that. I’ve seen people do that on smaller pieces like this.
