Take a look at my rose calathea! Are these new shoots coming in or giant roots??

This baby has been through a lot :(  
Clearance section with burned leaves, me not realizing using tap water to mist was harmful (duh)  
And now beating spider mites

If this is new growth I’m inclined to chop off some of the more brown leaves and give the new growth more of a fighting shot!

It's hard to say, but at least one of them looks like a new shoot rather than a root so I'm going to go with blue shoots.

In my humble opinion, Unless your leaves are infested still, or are in very bad shape I would not cut the leaves off that will stress this plant out and potentially actually kill off the new growth.

I cut two that were really rough. I’m still actively dealing with infestation but hopefully getting rid of it!
