Is it in full direct sun for at least 6 hours a day? Is it regularly fertilized?

What kind of pepper plant is it? Is it under grow lights? Are you trying to over winter or did it start inside?

I fertilize it sometimes and it is cold I think about 65–80 Fahrenheit
