How do i propagate this fiddle leaf fig so that the base will keep growing and make more leaves, and the top will grow roots
Root grow powder?
Water prop? Or in soil?

When this happened to mine I cut the top and water propagated it. I didn’t have root hormones at the time but it worked just fine without it. Took a while but it grow roots (but I did it in the fall.)

You could try adding keikei paste to the nodes to trigger some new growth. Honestly, I would just chop, prop it and restart it like Chrissie suggested.

I would also cut the stems in 2-3 inch chunks and prop those in soil.

How much light is the plant getting? Leggy growth and dropped leaves could be a sign of not enough light.

Try notching to create branches. I’m also trying it with my rubber plant. Fiddle leaf fig girl explains it pretty well. You could try doing a top cut alternatively but you may not get good branches where you want. I’ve also seen people bonsai their plant to bend the main trunk so the plant creates a new leader. You don’t have a ton of plant (leaves) to do a top cut and leave some leaves on the mother and some stem for the baby
