Hello! Can I propagate this by cutting and replanting in cactus and succulent soil? I would like to use a small off shoot on the top.

Just an observation— I have lost many a succulents from watering them too much. I don’t really understand them as they are like an anti-plant, lol.  
So if they cannot tolerate lots of water, but by taking a cutting and submerging it, (in water) it will then root and become self sustainably stable again? I find that odd.
