Not sure if this is the place to ask, but as a new hoya parent I need some guidance. Is the end part of this stem dead? Should it be cut off?

Don’t cut it off! Hoya send off shoots to find a structure to climb, once they find a secure structure then they produce new leaves from that shoot. Cutting off this long piece would be cutting off potential new leaves. Many Hoyas need a support structure of some sort in their pot. You can see leaves growing off of mine here. Most prefer to be wrapped around their structure counter clockwise.
