This snake plant has roots so what would be the best way to propagate it? Should I still cut it in a v shape or clean up the roots and stick it in water?

i would remove the dead foliage and any dead roots then plant in a well-draining media in a small pot. i would only put it in water if you plan on keeping it in water indefinitely. all plants, but succulents especially, struggle when transitioning from water to soil

I would clean up the roots and place it in filtered water in a window sill. That’s what’s worked best for me
