Advice Needed!!  
I took this dragon tree(?) from my last apartment and want to know if I can propagate it or cut and replant?  
I’m still new to these types of plants, any advice helps!

I recommend carefully and shallowly scratch a piece of the stem. If it is green, it’s healthy and can regrow roots. If it’s dry like a stick then it is dead/dying. I recommend placing cuttings into water with fertilizer after letting the ends callous for a few hours
