What are these little holes from ? I can’t seem to find whatever is causing this. Help please

It very well could be a pest of some sort, especially if this is a plant that is outside.  
More than likely, it is mechanical damage from unfurling and getting stuck at some point.

It’s not an outside plant. Never thought about the getting stuck. It is on a few of the other plants I have. The leaves are new too. But not all of them either.

Give it a good spray and wipe with neem oil and just keep an eye on it ☺️  
Probably not a pest thankfully
