can i just cut my pothos here and leave it in a cup of water? i just ordered a moss pole and want the plant to be overall thicker and shorter so it can fully learn to climb. it's like a foot long

That’s totally fine, the leaves will grow back in no time anyway :) and they will be stronger too

You need to cut several pieces to create a fuller plant by placing them into the pot once they grow roots.  
Cut off several sections leaving a couple of leaves on the rooted vine so it can put out new growth. Propagate the cuttings in water (soil/leca/sphagnum moss) changing the water each week or when dirty.  
Repot the plant to a 6 inch pot with a well draining soil mix with perlite. Your current soil is missing the white perlite beads and looks muddy. It could be holding too much water which can cause yellow and brown leaves.  
You can place some cuttings directly into the pot to grow roots. Move the remaining cuttings back into the pot once 2 inch roots form. Use rooting hormone powder.

Leave out the moss pole until the plant is ready for an 8 inch pot. Allow the plant to grow well established roots and vines before repotting to the 8 inch pot. You can use a cute trellis when the vines grow long enough to encourage them to grow up. Good luck🪴🍀
