Hi again. You are all such good teachers. This post concerns white powdery pillowy stuff living on my penstemon. I can not wipe it off with a finger. It also has the itty bitty white fast moving bugs living in the soil. Is this white stuff some kind of egg deposits? A fungus? So clueless here🤔

You got it right with powdery  
Powdery Mildew is on your plant. As far as the bug might be fungus gnats.

Used Captain Jack’s Copper Fungicide and problem is solved. Thanks!🙏
