Trying to save this from a neighbor. Root ball looks great, I already re-potted it in a smaller pot, do I chop the dead leaves?

I’d chop the dead leaves. It’ll allow the plant to focus its energy on developing new growth. Adding something like Osmocote’s Slow-Release Fertilizer to the soil can help with new growth development too.
