Hello All! I am new to plant ownership so please be patient with me. Are these little guys new leaves? And if so does that mean my plant is happy? Thank you for your help!

Those are sheathing, the protective cover on new leaves as they emerge. They usually dry and fall off.

Those are the sheathe of the newer leaves! Your philo looks so happy and healthy tho!
