Hi, I’m new to hoyas!!

I’m just wondering if this is even a Hoya and if so which kind of Hoya. She blooms cute red flowers.

Her leaves also get shriveled looking a lot, I need some tips on proper care for her.

Looks like a lipstick plant, so not a Hoya.
