Hey guys, I am new here. In the beginning of the year a friend of mine game me a plant and I am not sure if it is a pothos but it is not growing. I just repotted to see the roots and everything seems fine.  
Do you know which plant is it and why is not growing?

Would be amazing if it is! Is really small though

It’s a young one. It’ll take time for it to develop the “holes” (fenestrations) that they’re known for once it matures. I think it takes at least a year for that to start. As for the stunted growth, perhaps try placing it somewhere brighter to help it photosynthesize easier or give it some Osmocote Slow Release Fertilizer Pellets. It’ll release fertilizer into the soil for the plant whenever you water it, without having to stick to a strict schedule like other fertilizer.

I’d also recommend moving that clip. It may be blocking the new leaf from coming out!

How should I stabilise it if it this small?

You may not need to but you’ll want to find a spot on the stem in between nodes so the leaves aren’t damaged
